Asia's Next Tech Hub: Singapore



Singapore aspires to be a global IT hub, its Minister for Information, Communications and the Arts (MICA) Yaacob Ibrahim said recently while outlining his ministry's vision and upcoming projects. "We have always positioned ourselves as a global IT hub - and global trader - and our vision is to have IT not just as infrastructure but as an enabler to allow Singaporean citizens/residents to access the latest technology so as to let them do the things they want to do that will benefit them," Ibrahim said.Besides ensuring IT infrastructure was up to speed, they would maximise it to extract values, Ibrahim said. A new data centre with modern security and an energy-efficient cooling system would soon be built to allow companies to manage data properly. The Data Analytics (DA) capacity would be built to let companies mining data to understand data and trends. Singapore is inviting San Francisco's Silicon Valley companies over, so they could train people, he said. IT would be applied and useful applications developed for various verticals, Ibrahim said. For instance, the healthcare vertical would see information shared across departments, the transportation vertical would see information generated for different users, and the social sector would see low-income families' information gathered for charity organisations to aid them. The upcoming Personal Data Protection Act would ensure that personal data was protected, he assured, and the "National Do-Not-Call (DNC) Registry", which comes into effect in January 2014, would spare people from unwanted advertising phone calls and messages. He said Singapore had laws including those protecting against libel through untrue and tarnishing messages. He said messages that tampered with the country's racial harmony, online or elsewhere, would have face the law, while a programme would be launched to improve media literacy so that people become immune to misinformation on the Internet. "Our position is that Internet is an open platform and we do not want to contain it, but we hope the people use it responsibly," he said. The position also covers new media (Facebook, Twitter or Youtube) - which he described as "a healthy development" to communicate with people - agencies and politicians. Since accessibility was also the key, the ministry had projects, including the "NEU PC Plus Program", he said. "We collect old PCs, upgrade and give them to low-income families, then we bundle it with 18 months of free Internet, so they can access the Internet," he explained.  Guided by the "intelligent Nation 2015 (iN2015)" (2006-2015) master plan, agencies especially the Infocomm Development authority of Singapore (IDA), are inching towards the goals, said IDA Strategic and Policy Planning Division deputy director, Adrian Ong.

The goals include: a two-fold increase in value-addition of the infocomm industry to 26 billion Singapore dollars; a three-fold increase in infocomm export revenue to S$60 billion (S$58.7 billion in 2011); creation of 80,000 additional Infocomm jobs in Singapore (as of 2011 there were 31,500 such jobs created annually), increase in broadband usage in all homes to 90 per cent (85 per cent in 2011) and 100 per cent computer ownership in homes with school-going children (97 per cent in 2011).  For More Information : http://futurelinkconsultants.com/singaporestudentvisa.php

Manitoba PNP Priority Assessment Stream

There are four streams under this category:
Manitoba Employer Direct Stream - Applicants must be able to demonstrate that they will settle permanently in Manitoba. They must have been working in Manitoba on a Temporary Work Permit for at least 6 months and have a permanent job offer from that employer. It is required that the employer:
Has been unable to fill the position with a Canadian citizen or Permanent Resident;
Is offering full time, permanent position; and
Offers compensation consistent with regional wages and existing collective bargaining agreements.
Manitoba Regular International Student Stream - Applicants must:
Have graduated from a post-secondary program in Manitoba of at least one academic year in length;
Have successfully applied for a post-graduation work permit from Citizenship and Immigration Canada; and
Be currently working in Manitoba and have received a full-time, permanent employment offer from their employer.
Manitoba International Student Strategic Initiative- Applicants must:
Have graduated or are eligible to graduate from a post-secondary program in Manitoba of at least two academic years in length; and
Have registered for Manitoba Immigration's employment readiness program.
Manitoba Family Support Stream - Applicants must have an Affidavit of Support from a close relative living in Manitoba (a parent, child, sibling, cousin, niece/nephew, aunt/uncle, or grandparent), and must meet the following minimum criteria:

  1. Be between the age of 21 and 49;
  2. Have a minimum of a 1 year post-secondary education or training program and received a diploma, certificate or degree;
  3. Have a minimum of two years work experience over the past five years;
  4. Have the intent to establish themselves in Manitoba; and
  5. Be employable in Manitoba based on work experience
  6. Manitoba PNP General Stream


If you do not qualify under the Priority Assessment stream, you may be eligible for the General Stream, which works on a points system. Points are awarded for age, education, work experience, language ability and adaptability. You also must provide one of the following:
Proof of a close family member in Manitoba;
Two Affidavits of Support from distant relatives or close friends in Manitoba;
Evidence of a completed education program in Manitoba (non-language training) or;
Proof of at least six months previous full-time work in Manitoba.
Manitoba PNP Immigration Program for Business

To qualify as a Manitoba Business Nominee, you must have previously visited Manitoba, have the intent to establish a business in the province, and must:

  1. Have a minimum personal net worth of CDN $350,000;
  2. Make a minimum equity investment in Manitoba of CDN $150,000;
  3. Demonstrate at least 3 years of business experience or extensive experience in senior management of a successful company; and
  4. Supply a CDN $75,000 deposit to the Government of Manitoba, guaranteeing the establishment or purchase of a business in Manitoba within 2 years of obtaining a Permanent Resident Visa.  The deposit is returned without interest once the proposed business and investment in Manitoba have been undertaken and the nominee is living in Manitoba.


Manitoba Young Farmer Nominee Program

This category is designed for experienced young farmers (principal applicants must be under 40 years of age) who wish to enter into farming ventures in Manitoba. Applicants must make an exploratory visit to Manitoba for at least 7 days prior to application. To qualify under the program, applicants must:

  1. Have a minimum personal net worth of CDN$150,000 (after relocation to Manitoba);
  2. Make a minimum equity investment of CDN$150,000 in Manitoba;
  3. Have a minimum of 3 years of farm ownership or farm management experience; and
  4. Principle applicant must be under 40 years of age.


Manitoba PNP Strategic Recruitment Initiatives

Strategic Recruitment Initiatives are undertaken at the discretion of the MPNP in accordance with program needs and available resources. This category considers applicants who:
Have received a letter of invitation to apply from the MPNP as part of an MPNP targeted promotional initiative;
Are an adult dependent of an approved Provincial Nominee who does not meet the criteria to be included on the nominee's application; or
Have the support of an ethnocultural community organization or a regional economic development organization in Manitoba that will help candidates arrange an exploratory visit that has been pre-approved by the MPNP.

Work Available For Your Spouse or Common-law Partner in Canada


Eligibility

Your spouse or common-law partner may apply for a work permit in Canada if:
  • you are a full-time student at:
    • a public post-secondary institution, such as a college or university or collège d’enseignement général et professionnel (CEGEP) in Quebec
    • a private post-secondary institution that operates under the same rules and regulations as a public institution, and receives at least 50 percent of its financing for its overall operations from government grants (currently, only private college-level educational institutions in Quebec qualify) or
    • a Canadian private institution authorized by provincial statute to confer degrees
  • you have a valid study permit
Validity
Work permits for your spouse or common-law partner are valid for the same period of time as your study permit.

How to apply

1. Obtain an application package.
The package includes the application guide and all the forms you need to fill out. Download and print the application package.
2. Read the guide.
Read the guide carefully before you complete the application form. The fee for processing your application is not refundable, so make sure you are eligible for a work permit before you apply.
Photocopy the blank forms and use one as a working copy. Keep the working copy for your records.
3. Complete the application form and attach the necessary documents.
The application form contains instructions. Read those instructions and be sure to provide the required documents. If information or documents are missing, your application may be delayed. The Document Checklist in the application package will tell you what documents to include.
Answer all questions carefully, completely and truthfully. Answers can be typed or handwritten (print clearly in black ink). Incomplete applications will not be processed, but will be returned to you. This will delay the application process.
4. Pay the fee and get the necessary receipt.
The application processing fee is payable in Canadian funds only.
Payment of fees on the Internet is the preferred method of payment.
To pay your fees on the internet, you must:
  • Have a PDF Reader.
  • Have a printer.
  • Have a valid email address.
  • Have a Visa®, MasterCard® or American Express® credit card.
  • Print the “receipt of payment” page and include it with your application.
  • Pay your fees on the Internet when you are ready.
To pay your fees at a financial institution in Canada, you must:
  • Obtain an original payment receipt form (IMM 5401).Order it online or contact the Call Centre.
  • Fill the form and bring it with you when you go to pay your fees.
  • Include the completed payment receipt form (IMM 5401) with your application.

5. Mail the application form and documents.
The application package contains the mailing address where you must send your application.
